The honest answer
The federal Lifeline program pays a monthly discount on phone service — it does not pay for devices. When you see a "free government iPhone" ad, it is a phone provider's offer, usually for an older or refurbished model, sometimes with conditions such as a minimum service period or an upfront device payment.
Three real ways to get an iPhone with Lifeline
- Bring your own iPhone — most Lifeline providers will send a free SIM card so you can use the discount on an iPhone you already own
- Provider device offers — some providers sell iPhones at a reduced price to Lifeline customers; compare the total cost carefully
- Refurbished iPhones — certified refurbished models cost far less than new and can be used with a Lifeline SIM
Who qualifies for Lifeline?
- Household income at or below 135% of the federal poverty guidelines, or
- Someone in your household receives SNAP, Medicaid, SSI, Federal Public Housing Assistance or the Veterans Pension and Survivors Benefit
- Living on Tribal lands and taking part in certain Tribal programs (higher benefit)
- Only one Lifeline benefit per household
Red flags
- Websites that say the "government" will mail you a new iPhone
- Requests to pay a "release" or "shipping" fee by gift card or payment app
- Requests for your Social Security number through social media or text
- Offers tied to the ACP program, which ended in 2024
